    After Great East Japan Earthquake, the importance of effective evacuation planning is pointed out from the viewpoint of disaster mitigation and protection of people's lives. This research focuses on Mangyo area, Kuroshio, Kouchi which has a huge tsunami risk with Nankai Trough Quake. We make tsunami evacuation evaluation system to support evacuation planning. The feature of this system is for not only whole area, but also support to make their refuge plan that residents follow their lives. In this paper, we discuss about action of system introduction.

     南海トラフ巨大地震の新想定では,国内の広範囲で強い揺れと巨大な津波が発生する可能性が指摘されている.しかし,避難の主体となる住民らが,ハザードの想定に関する情報を「自分たちの命を守る」というイメージに結び付けていくことは困難であり,漠然とした不安が避難への諦めという事態を招いている. 本稿では,避難状況の空間的な広がりと時間的変化をわかりやすく提示する,エージェントシミュレーションを用いた津波避難計画評価システムを提案し,①津波の具体的イメージの把握,②避難における問題点の把握,および③問題解決の対策の検討を通じた,コミュニティの避難計画策定の実践の成果について考察する.

    The Great East Japan Earthquake which is the largest human damage after war brought our society re-recognition of the importance of not depending on politics or administration. In order to realize it, the residents should have the awareness of their ownership, even in the situation that the warning announcement wasn't announced by administrator appropriately. An evacuation planning is standardized for one local community because local fairness is conducted. However, the concrete problem in the local community should be also considered and resolved by the local community themselves. This study suggests the new communication method to community evacuation planning for the evacuation with the awareness of their ownership. This research outcome gives a challenge to the limit of the technique of the past. We focus on the member with unconcerned consciousness who had been overlooked as an uncertain factor. This study evaluates its usefulness in the area through practice.

    Huge tsunami with Nankai Trough Earthquake was assumed and announced by Central Disaster
    Management Council in Japan. To realize the countermeasure based on the lessons learned by the disaster in 2011 is needed. In this research, we have implemented the interview about tsunami evacuation to the all household in the local community in Kuroshio, Kochi. It can differentiate from typical sampling method by detail, individual concreteness of the data, and we could approach the people who are not interested in disaster mitigation action. There is a possibility which these people become existence of disturbing of the causes in the actual evacuation situation because their intension about the evacuation is not known to other member in community. Therefore, we try to solve a problem by involving them into communication. In order to make mutual understanding, we develop agent based simulation as a tool that helps communication between the residents in community.

     防災研究では,地形,地盤構造,都市構造などを主要な要因とした分析を行うことがほとんどであるため,地理情報システムを利用することが多い.そこで,本研究では災害メカニズムの解明過程で生み出される多量の地理空間情報を有効活用し,地域防災に役立てることを目的とする. 本稿ではその要求分析に視座を置き,京都大学防災研究所年報に掲載された論文を主な対象として,防災におけるGISデータの利用状況と出力形式について調査を行う.データ作成や連続変量の取り扱いが容易なことから多くの分析結果の出力形式として用いられるラスタ形式のデータの取り扱いについて考察する.
