    The study examined the effects of potential tsunami inundation zoning on the population in Japanese coastal areas using propensity score matching and difference-in- differences method. The results indicated that large cities were less affected than rural areas; however, some exceptions were observed. Moreover, the elderly exhibited a tendency to leave the Level 2 (L2) zone; however, individuals of the younger generation, who usually relocate during different life events, stayed in the L2 zones. The findings can be used as a reference to plan suitable disaster mitigation strategies.

    This study developed an optimal land-use model composed of multicriteria: tsunami risk, infrastructure maintenance cost, traffic time with controlling population, land use, and commuting trips. The model was applied to a coastal area in Japan. The results, with various combinations of the control variables, showed that the larger the number of variables, the more concentrated residential areas became with fewer costs. The findings urge consensus around trade-offs between urban intensification and disaster risk reduction.

    This study examines how potential tsunami inundation zoning affects land prices in Japanese coastal areas using propensity score matching and the difference-in- differences method. The results showed spatial heterogeneity in the estimated effects: a more considerable impact occurred in coastal areas or areas distant from central cities, while the impact did not appear in urban areas or tourist centers.

    This study examined the evacuation behavior of two communities in Nagano City; Naganuma and Toyono, Japan, during the typhoon Hagibis. Despite the width of the inundated area and significant building damage, there were only two victims in the area. We analyzed the relationship between (1) the numerical statement of the aggregated evacuation behavior, (2) social and hazard circumstances, and (3) social background, including the disaster preparedness formulated by the community. The research focused on "the minutia"of factors which have been revealed by previous researches, rather than "the existence or absence" of such factors. The analysis was based on newspaper articles, a post-interview survey conducted by Kansai Television Co. Ltd., the minutes of the flooded area's past flood control meetings, and community disaster management plans. The results showed that the main factor promoting evacuation action differed in the two communities. This difference lied in each community's disaster preparedness. Indeed, Naganuma had set a specific and socially agreed upon criterion for evacuation: a specific water level of the Chikuma River. Meanwhile, Toyono had experienced several inland flooding. On the other side, both communities had participated in the flood control meetings and formed organizations for voluntary disaster mitigation action and a common awareness of "what constitutes a dangerous situation" and "which information is important for the evacuation".

    高知県高知市と黒潮町では,個人の非常用持ち出し品を津波避難タワーや避難広場などの共同施設に保管する「世帯別備蓄箱」というユニークな取り組みがおこなわれている.この防災・減災上の効果として住民自身は「迅速な避難」「備蓄品のカスタマイズ」を期待している.しかし,住民へのヒアリングと現地調査から,この取り組みは「津波てんでんこ」の実践の観点からも重要な機能があることが見出された.本研究では,「世帯別備蓄箱」について住民との対話から得られた情報を交えて記述し,「津波てんでんこ」における実践上の課題―自分ひとりでも逃げることの心理的な難しさ―に対して,この取り組みが自然と「津波てんでんこ」を促すような環境を創る画期的な取り組みであることを示した.

    Evacuation rules in community is sometimes collapsed because of the conditions of hazards (exogenous
    uncertainties) or social factors including decision making by individuals (endogenous uncertainty). This research tries to identify the performance elasticity of exogenous and endogenous uncertainty that each community rule has. The performance (i.e. the number of casualty) was assessed by an agent-based model (ABM). The research domain is Kuroshio, Kochi prefecture in Japan. As the result, the performance of rules has highly depended on whether people follow the rule or not. The result also gave us an insight into the importance of gaining community members' compliance.

    Evacuation rules in community are sometimes collapsed because of the conditions of social
    factors including decision making by individuals. This research tries to identify the fragility of evacuation rule that community rule has. The fragility is identified by the marginal external damage(i.e. the time required to move to the safe place) calculated by an agent-based model (ABM). We apply the methodology to a research domain, Kuroshio, Kochi prefecture in Japan.

    In this study we identified inadequate resources as a hindrance to effective Community Disaster Management Plan in Kuroshio Town, Kochi Prefecture. Firstly, population ageing, this problem causes communities do not have enough manpower support to carry on the disaster prevention work. We suggested people do something you can do by yourself. Secondly, confusion of this new plan, for example, some communities already had their traditional disaster prevention events, people misunderstood the plan easily. Regarding these problems, we offered a disaster prevention menu list for residents' activity.

    Community disaster management plan has been implemented under the collaborative framework of local residents, including community leaders, local government officials, and disaster experts from Kyoto University, from April in 2015, in Kuroshio town, Kochi. We carried out a questionnaire survey for community leaders in December 2015 to check the progress of the plan. The results showed current situation and problems of community disaster management plan in Kuroshio town.

    This study tries to develop tsunami evacuation simulation under mixed traffic of pedestrians and cars and
    give evaluations to some policies dealing with evacuation using cars. Evacuation using cars has been discussed since the Great East Japan Earthquake in 2011 because many people used their cars; thus, there were some traffic jams and people who were involved in them were not able to evacuate smoothly. In this model, we try to integrate two microscopic traffic models of pedestrians and cars which have been developed separately so far. As an example, we will try to show an evaluation to a policy which controls the number of people who can use their cars.

    近年,6割近い人が車で避難したという東日本大震災の実態や,要介護者の避難が検討される中で,津波災害における車避難を一部容認する動きが出始めている.しかし,未だ容認のための具体的な検討手法が確立されていないため,国内のほとんどの地域では着手されていないのが実態である.本研究では,高知県黒潮町を対象に,車利用の可能性と問題を,マルチエージェントシミュレーションを用いて検討する.具体的には,高台付近における交差点を対象として,車利用を希望している住民の数と照らし合わせて,最大待ち台数,最大渋滞延長,最大待ち時間(待ち行列の中で最も長い時間を費やす車の待ち時間)最終捌け時間(最後の車が高台に上がる時間)を分析し,起こり得る現象の分析をおこなう.

    After Great East Japan Earthquake, the importance of effective evacuation planning is pointed out from the viewpoint of disaster mitigation and protection of people's lives. This research focuses on Mangyo area, Kuroshio, Kouchi which has a huge tsunami risk with Nankai Trough Quake. We make tsunami evacuation evaluation system to support evacuation planning. The feature of this system is for not only whole area, but also support to make their refuge plan that residents follow their lives. In this paper, we discuss about action of system introduction.

     南海トラフ巨大地震の新想定では,国内の広範囲で強い揺れと巨大な津波が発生する可能性が指摘されている.しかし,避難の主体となる住民らが,ハザードの想定に関する情報を「自分たちの命を守る」というイメージに結び付けていくことは困難であり,漠然とした不安が避難への諦めという事態を招いている. 本稿では,避難状況の空間的な広がりと時間的変化をわかりやすく提示する,エージェントシミュレーションを用いた津波避難計画評価システムを提案し,①津波の具体的イメージの把握,②避難における問題点の把握,および③問題解決の対策の検討を通じた,コミュニティの避難計画策定の実践の成果について考察する.

    The Great East Japan Earthquake which is the largest human damage after war brought our society re-recognition of the importance of not depending on politics or administration. In order to realize it, the residents should have the awareness of their ownership, even in the situation that the warning announcement wasn't announced by administrator appropriately. An evacuation planning is standardized for one local community because local fairness is conducted. However, the concrete problem in the local community should be also considered and resolved by the local community themselves. This study suggests the new communication method to community evacuation planning for the evacuation with the awareness of their ownership. This research outcome gives a challenge to the limit of the technique of the past. We focus on the member with unconcerned consciousness who had been overlooked as an uncertain factor. This study evaluates its usefulness in the area through practice.

    Huge tsunami with Nankai Trough Earthquake was assumed and announced by Central Disaster
    Management Council in Japan. To realize the countermeasure based on the lessons learned by the disaster in 2011 is needed. In this research, we have implemented the interview about tsunami evacuation to the all household in the local community in Kuroshio, Kochi. It can differentiate from typical sampling method by detail, individual concreteness of the data, and we could approach the people who are not interested in disaster mitigation action. There is a possibility which these people become existence of disturbing of the causes in the actual evacuation situation because their intension about the evacuation is not known to other member in community. Therefore, we try to solve a problem by involving them into communication. In order to make mutual understanding, we develop agent based simulation as a tool that helps communication between the residents in community.

     防災研究では,地形,地盤構造,都市構造などを主要な要因とした分析を行うことがほとんどであるため,地理情報システムを利用することが多い.そこで,本研究では災害メカニズムの解明過程で生み出される多量の地理空間情報を有効活用し,地域防災に役立てることを目的とする. 本稿ではその要求分析に視座を置き,京都大学防災研究所年報に掲載された論文を主な対象として,防災におけるGISデータの利用状況と出力形式について調査を行う.データ作成や連続変量の取り扱いが容易なことから多くの分析結果の出力形式として用いられるラスタ形式のデータの取り扱いについて考察する.
