The purpose of this paper is to clarify how "outsiders" (non residents, newcomers) can participate in community building in regions that are vulnerable to natural disasters. Upon examining the Green Tourism efforts by Sabae in Fukui Prefecture, it shows a way of regional efforts by outsiders who act in the district. In the case of activities conducted by young people, we found that volunteer experience turned out to facilitate participation in community building efforts. Additionally, in the case of a farmer who had moved to the region, as it became apparent that securing the personal health and livelihoods of individuals was essential to maintaining and rebuilding the region, we verified the relationship between personal reconstruction efforts and efforts to sustain (rebuild) the region. This work suggests that experience with natural disasters had indeed become an asset in community building.
