    Student peer reviews are often introduced in the first year at universities to improve academic writing skills. However, considering the difference in academic abilities among students, there are strong doubts about its effectiveness. Through the analysis of short essays and workbooks that are submitted in the seminar for the first year students in the department of social welfare, this paper concluded that the introduction of peer review in the early stages of the first year is not effective. By this analysis we found not only wide differences in students' writing abilities, but also a lack of the basic grammar knowledge. Therefore we suppose that they are unable to check and correct problems in other student's writings effectively. Based on these results, we propose step-by-step training, which starts from the acquisition of grammar knowledge in the first year seminar program to support students in becoming more effective in evaluating each other's academic writing.
