    Heating mortar blocks for melting snow need to be composed of electromagnetic shielding material for preventing electromagnetic waves from leaking out of the blocks. In this study, steel fibers as the electromagnetic shielding material is adopted to improve construction efficiency. As a result, we found the following four points.
    1.The electromagnetic shielding performance is related with the length of steel fibers and the distance between them.
    2.The operating frequency of the electromagnetic shielding material can be estimated from analytical equations.
    3.Electromagnetic shielding performance of the wire netting is improved by cutting partially the wire netting.
    4.Mortar, including partially cut wire netting, can prevent leaking electromagnetic waves from heating mortar blocks.
